New Ipswich has adopted a new policy for wheeled vehicles, including e-bikes and motorized scooters, on town recreational properties.
According to the ordinance, operating “any wheeled device”, whether it is motorized or human-powered is prohibited on “athletic fields, baseball diamonds (infield and outfield), soccer fields, turf areas, tennis courts, basketball courts, playground surfaces, or other posted restricted areas.”
The policy allows wheeled vehicles to be used in the parking areas, designated areas, trails and multiuse paths.
Mobility devices protected by the Americans with Disabilities Act are exempt from these restrictions.
The ordinance also specifically prohibits activities such as “burnouts, drifting, skidding, or any activity that damages turf, courts, soil, paint, or pavement” and using devices in a way that is endangering to pedestrians, including “racing or excessive speed.”
The ordinance allows a verbal or written warning to be issues on a first offense, and the possibility of being removed from the property. A second offense can result in fines up to $100, and subsequent offenses in fines up to $250, and possible suspension from recreational facility use.
Anyone who damages town property is responsible for repair costs. Parents or legal guardians of minors are jointly liable under state law.
