Margaret E. Low

Phoenix, AZ – Margaret E. (Peggy) Low, 90, of Phoenix, AZ, formerly of Peterborough and Keene, NH, passed away on Saturday, October 4, 2025 after a brief period of declining health. She passed away peacefully in her sleep with loved ones by her side.

Peggy was born in West Swanzey, NH on April 30, 1935, daughter of Lewis H. and Hazel M. (Pinney) Burnham. She grew up in a large family, being one of ten children. Peggy lived in various towns in New Hampshire during her early childhood and graduated from Conant High School in Jaffrey, NH in 1953.

Peggy worked at Montgomery Ward and American Optical while she lived in Keene, NH. She lived in Peterborough, NH for over 12 years and during that time she worked at Woodman’s Florist and Hobbs Jewelers. She was a caregiver for many children in her neighborhood while living in Phoenix.

Peggy was an active member of the American Legion Auxiliary (ALA) much of her adult life and always looked forward to attending American Legion conventions with her husband Tom. She was the New Hampshire state chairwoman for the ALA Girls State program which teaches responsible citizenship and leadership to female high school students.

She was a skilled artisan. You could see her happily making crafts throughout the year creating marvelous items such as Hopi kachina dolls, ceramics, and holiday decorations and ornaments. She proudly displayed her crafts throughout her house and shared these treasures with family and friends.

Peggy was an extremely friendly individual. She could make a friend or have a conversation with almost anyone in a short manner of time. It did not matter whether it was on an airplane, at Fenway Park, an amusement park, or a casual meeting. Many conversations included stories about her grandchildren. She loved to help others and was always happy to assist someone with their children, pets, home duties, or errands. She was quite active throughout her life and young at heart and was aways up for a trek on the bike, walk or experiencing an exciting amusement park ride.

Peggy is survived by her daughter Robin L. and her husband Joel A. Netland of Jackson,, TN; her sons Steven P. Gagnon of Cedaredge, CO and Scott A. Gagnon of Carlisle, MA; her grandchildren Steven P. Gagnon II of Camby, MN, Ethan A. Gagnon of Carlisle, MA, Julia E. Gagnon of Carlisle, MA, and Olivia G. (Netland) Spikes of Jackson, MS; her great-grandchild Easton P. Gagnon of Camby, MN; her siblings Donald Burnham, Kenneth Burnham, Grace Picard, and Dorothy Mollett; and many nieces and nephews.

Peggy was predeceased by her husband Thomas W. (Tom) Low; her son Michael I. Gagnon; and her siblings Barbara Babneau, Betty Gagnon, Larry Burnham, Franklin Burnham, and Paul Burnham.

Peggy’s ash remains will be buried at the Thomas W. Low gravesite at the Pine Hill Cemetery in Peterborough, NH. There will be no formal services. Friends and family may visit the gravesite at their own discretion.
