The Temple Planning Board took its first steps toward deliberation on a proposed three-unit planned residential development, or PRD, during its meeting on Tuesday, after receiving final documents from the applicant.
The proposal, submitted by property owner Randy Martin, calls for a PRD off Powers Road and McCrea Road. A PRD is a type of cluster development that allows multiple homes to be built on a large parcel of land, as long as 40% of the property is preserved as open space.
Under Templeโs ordinance, the Planning Board calculates the total developable area of a propertyโexcluding features such as roadways, wetlands and steep slopesโand allows one home for every three acres that remain.

Of the 12.7 acres included in Martin’s proposal, 9.1 acres are considered developable. Each of the three house lots would be about two acres, and an existing access road, to be renamed Morninglight Farm Road, would connect the development to McCrea Road.
During Tuesdayโs meeting, Martin submitted several documents that the board had requested at earlier hearings, which the board determined fulfilled its requirements. Members agreed to send the proposed homeowners association agreement to the townโs attorney for review before taking further action.
The board also reviewed 12 waiver requests submitted by Martin. Two were withdrawn after being incorporated into the updated plans, and a third was deemed unnecessary. The remaining nine waivers were approved.
The hearing was continued to Nov. 4 at 6:30 p.m., at the Temple Town Hall, to allow for the legal review of the homeowners association agreement.
