This is a public thank you note to our congresswoman, Annie Kuster, who has just signed on to cosponsor the Energy Innovation and Carbon Dividend Act (H.R. 763) now before the House of Representatives in Washington, DC.
This bill puts a gradually rising fee on fossil fuels at their source (well, mine, border). This will drive down carbon pollution because energy companies, leading industries, and American consumers will move toward cleaner, cheaper options.
All of the money collected from the carbon fee will be allocated in equal shares every month to the American people to spend as they see fit, thus protecting the poor from rising costs. To protect U.S. manufacturers and jobs, imported goods will pay a border carbon adjustment, and goods exported from the United States will receive a refund.
Congresswoman Kuster has made this bill part of her “Clean Energy Agenda,” which includes twenty-four other worthy bills that tackle the climate crisis, an admirable effort. As a member of Citizens’ Climate Lobby, I have participated in several discussions with Congresswoman Kuster and her staff about the merits of H.R. 763. I am proud that she has endorsed it. Thank you, Congresswoman Kuster!
